Abigail Ulman

Program Manager, Environmental & Energy Security

Abigail Ulman, MPH (they/she) is a Program Manager at Red Duke Strategies, where they lead the development and implementation of a strategy for the Department of Veterans Affairs’ Public Health National Program Office to understand and address the effects of heat and natural disasters on Veterans’ health and integrate environmental data into public health programming and policy. Abigail has extensive experience in program management, stakeholder engagement, and research in the energy and environment, health equity, and environmental justice fields.

Abigail has held various roles advancing environmental action and health equity at the local, national, and international levels. Prior to joining Red Duke, they managed the Environmental Health Matters Initiative at the National Academies of Sciences, Engineering, and Medicine. Before that, Abigail coordinated stakeholder communication and conducted research for a health systems strengthening project in Malawi and served as a Sustainable Agriculture Extension Agent in the Peace Corps in Senegal. They are committed to empowering communities and developing data-driven strategies to protect the public’s health and wellbeing.

Abigail holds an MPH in environmental health from the Johns Hopkins Bloomberg School of Public Health. While at Johns Hopkins, they managed the community engagement process for a National Institute of Environmental Health Sciences Core Center and conducted research on the use of participatory stakeholder engagement strategies in environmental and public health research. They received a BS in environmental policy from Georgetown University’s Walsh School of Foreign Service.
